Paul H. Keckley

Paul Keckley serves as Interim Chief Executive Officer of Constellation Quality Health. With more than 45 years of experience across the public and private sectors, Paul brings deep expertise in healthcare delivery systems, financing, and public health policy, supporting Constellation’s continued focus on impact, stability, and growth. His leadership approach is consultative and forward-looking, emphasizing thoughtful strategy, partnership, and responsiveness to the evolving needs of clients, payers, and communities.

Paul is widely recognized as a leading healthcare industry analyst and thought leader. He is the Managing Editor of The Keckley Report, a nationally respected publication focused on healthcare policy, market dynamics, and system transformation. A frequent speaker and trusted advisor, Paul has authored three books and more than 250 articles, helping health organizations navigate change, strengthen sustainability, and advocate effectively in complex policy environments. In addition to serving on Constellation’s Board of Directors, he advises multiple healthcare organizations and is a member of the Health Executive Network and the Healthcare Financial Management Association.

Paul has been an industry change agent, holding senior leadership and advisory roles across healthcare research, policy, and operations, including Managing Director of the Navigant Center for Healthcare Research and Policy Analysis, Executive Director of the Deloitte Center for Health Solutions, and executive leadership roles at Vanderbilt University Medical Center. His experience also includes serving as Chief Executive Officer of PhyCor Management Corporation, Managing Partner of The Keckley Group, Independent Chairman of Interdent, and Adjunct Professor in the schools of medicine, business, and health policy at Georgetown University and Vanderbilt University.

Paul holds a PhD and a Master of Arts from Ohio State University, a Bachelor of Arts from Lipscomb University, and was a Fellow in Economic Policy at Oxford University.

Leigh Anne Singleton

Chief Administrative Officer

Leigh Anne Singleton serves as Chief Administrative Officer at Constellation Quality Health, where she supports and oversees the organization’s administrative infrastructure and strategic development functions. In this role, she provides leadership and coordination across business development, project management, and data analytics, ensuring these functions are aligned to Constellation’s mission, growth strategy, and service commitments.

Leigh Anne’s tenure with Constellation has included supporting the CEO and Leadership Team by advancing strategic priorities, facilitating cross-functional execution, and ensuring alignment and follow-through on key organizational initiatives.  She has served as Constellation’s Corporate Project Manager, where she led the establishment of the organization’s Project Management Office (PMO) and managed complex, multi-stakeholder initiatives with a focus on process improvement and operational clarity.

Leigh Anne holds a Master of Education from Converse University and a Bachelor of Science in Biology from Wofford College. She is a Certified SAFe Agilist and Scrum Master, bringing a disciplined, adaptive approach to organizational development, project execution, and continuous improvement.

Kenneth McCosh

Chief Financial Officer

Kenneth is a strategic finance executive with more than 20 years of experience driving growth, operational transformation, and financial performance across diverse healthcare organizations. He has demonstrated success delivering consulting engagements focused on enterprise strategy, transaction advisory, M&A integration, and performance improvement. Kenneth is responsible for providing the leadership, management, and vision necessary to ensure that proper financial controls, administrative and reporting procedures, and people systems are in place to ensure financial strength and operating efficiency. He works closely with the President and CEO and Board of Directors on budgets and revenue estimates; reports regularly to the President and CEO on financial performance; supervises finance and accounting staff; and manages relationships with financial advisors, banks, audit firm, and government payors. Additionally, Kenneth ensures sound financial position through strategic allocation of resources and appropriate financial controls; customer expectations are met or exceeded through timely deliverables and excellent performance; development of effective and efficient business processes to make data-driven decisions; and that the organization is appropriately staffed to continuously improve, change, and grow.

Prior to his employment with Constellation Quality Health, Kenneth was Principal /Owner at Wiregrass Advisory Services, LLC and Chief Financial Officer at Alivia Care, Inc. in Jacksonville, FL; Principal of Strategy and Transaction Solutions at PYA, P.C. in Knoxville, TN; and System Vice President of Finance at Ascension Florida St. Vincent’s Healthcare in Jacksonville, FL.

Kenneth earned a Bachelor of Business Administration from the University of Georgia. He is a Certified Public Accountant, licensed in Florida.

Alyssa Pischel

Chief Operating Officer

Alyssa Pischel serves as Chief Operations Officer at Constellation Quality Health, where she leads the organization’s program delivery and operational stewardship. In this role, she oversees Human Resources, Information Technology, and the Program Integrity and Performance practice areas, aligning infrastructure, workforce, and delivery models to support high-quality, compliant services for clients and the communities they serve.

As Chief Operations Officer, Alyssa translates strategy into execution by strengthening internal systems and infrastructure while enabling scalable program delivery and performance management across complex, highly regulated health service environments. Through her work at Constellation, she has led quality improvement initiatives, supported applied research, and provided programmatic support using a quality improvement consultancy approach in serving public, community, and healthcare partners. Her leadership emphasizes continuous improvement, accountability, and service excellence, positioning Constellation to respond effectively to evolving federal, state, and community health priorities.

Alyssa brings extensive experience as a healthcare operator and executive, with leadership roles across multiple care settings. She holds a Doctorate and Master of Science in Healthcare Administration from the University of Phoenix and a Bachelor of Science in Healthcare Systems Administration from Ferris State University. A licensed Nursing Home Administrator, Alyssa also holds multiple professional credentials, including Certified Professional in Healthcare Quality (CPHQ), Michigan Quality Examiner, Certified Eden Associate, Certified SAIDO Associate, and Six Sigma and Lean Six Sigma White Belt certifications.

Cheryl Powell

Director of Finance

Cheryl Powell is responsible for oversight of Constellation Quality Health’s financial operations including management of Constellation Quality Health contracts, accounts receivable and payable, payroll, and auditing. She provides consultation regarding Constellation Quality Health financial performance, oversees and manages budget development and monitoring, and coordinates our various financial audits.

Cheryl has been with Constellation Quality Health for more than 30 years, beginning her career here as an accounting clerk. During her tenure she has held roles as accounting specialist, assistant accounting manager, and most recently, accounting manager.

Ms. Powell received a Bachelor of Arts in Accounting from the College of Charleston in Charleston, SC and is a Certified Public Accountant.

Dori DeJong

Executive Director, CCME Foundation

Dori is responsible for oversight and administration of the CCME Foundation, and serves as the organization’s Board Liaison and Corporate Compliance Specialist. 

Prior to this role, she served as Executive Operations Administrator for Constellation Quality Health. Previously, she worked for the North Carolina Judicial Branch serving under six Chief Justices of the North Carolina Supreme Court and served as a Military Intelligence officer in the US Army.

Dori has a Master of Public Administration (MPA) from the University of North Carolina at Pembroke and a Bachelor of Science degree in History from Liberty University.

Celeste DeJong-Nugent serves as a Human Resources Generalist providing comprehensive support across key HR functions including talent acquisition, policy administration, and compliance. Celeste partners with leaders and employees to support organizational goals and promote a positive workplace culture.

Prior to this role, Celeste served as an Administrative Project Specialist with Constellation Quality Health.
